A different utility problem entirely
A venue in a temperate climate spends its energy on lighting, plant, catering and a seasonal heating or cooling load. A venue in the Gulf spends it on cooling, then on everything else. For a venue with a conditioned bowl, hospitality levels, enclosed concourses and back of house, that concentration means every other efficiency measure is competing for the remaining fifth of the bill. It also means that cooling measurement is not one line item on the instrumentation plan. It is the plan.
District cooling changes what you are measuring
Many Gulf venues and event campuses do not generate their own chilled water. They buy it from a district cooling provider, which changes the shape of the problem in ways that catch operators out.

Contracted capacity, the charge nobody revisits
Capacity charges are set from a contracted tonnage figure, usually agreed at design stage, usually conservative, and usually never revisited. A venue that consistently peaks well below its contracted capacity is paying a standing charge for cooling it has never used and will never need.
Renegotiating that requires a defensible record of actual peak consumption across a full annual cycle, including the hottest month and the largest event. Without measurement there is no basis for the conversation, so it never happens.
The regulatory frame in Dubai
- Demand Side Management. Dubai's DSM strategy targets a 30 percent reduction in electricity and water demand by 2030 against business as usual, extended to 50 percent by 2050 under the DSM Strategy 2050.
- Al Sa'fat. Dubai Municipality's green building system replaced the earlier Green Building Regulations and became a rating system. From 2026, Al Sa'fat 2.0 Silver is the mandatory baseline for new building permits in Dubai Municipality jurisdiction, with water conservation measures targeting 30 to 40 percent consumption reduction.
- UAE Net Zero 2050. The national pathway turns building and plant efficiency from good practice into reported obligation, asset by asset.
- Estidama Pearl in Abu Dhabi. A parallel requirement written at design stage and increasingly questioned in operation.
The common thread across all four is that they are increasingly assessed in operation rather than at design. A venue that was designed to a standard and has never measured whether it operates to that standard is exposed to a question it cannot currently answer.
What to instrument in a Gulf venue, in order
- Cooling at the building interface. Flow, supply and return temperature, and derived tonne hours. This is the number the bill is built from, and measuring it independently is the foundation of every subsequent conversation.
- Delta T, continuously. Because it drives both cost and contractual penalty exposure, and because it degrades gradually through fouling and valve issues.
- Zone allocation. Bowl, hospitality, concourse, back of house, and any tenant areas. Without allocation, cooling cost cannot be attributed to the activity that caused it, and tenant recharge is guesswork.
- Peak against contracted capacity. Tracked across a full annual cycle, which is what makes a capacity renegotiation possible.
- Water alongside it. Cooling and water are linked, and in a desalinated supply environment every litre carries an energy cost of its own.
That sequence delivers a finding early, because in most venues the first pass at zone allocation reveals conditioning running in spaces nobody occupies for most of the year.

Can cooling be sub metered without disrupting operations?
Yes. Clamp on ultrasonic flow measurement and surface temperature sensing on the chilled water supply and return can be fitted while the system is running, and existing BMS points can be read over BACnet or Modbus.
That combination delivers building level tonne hours and delta T without any interruption to cooling supply.
