Short answer

Three clocks, one plant
Compliance pressure on an Indian dairy no longer comes from one direction. There is the pollution control board, which cares about what leaves the site. There is the disclosure regime, which cares about what the annual report says. And there is the carbon and energy efficiency framework, which is widening its coverage. Each has a different owner inside the business, and each is usually served by a different set of numbers.
CPCB and the state boards: what leaves the site
Dairy effluent is a strong waste stream. Milk processing generates BOD of 500 to 1,500 mg per litre. Ghee and butter manufacturing reaches 1,500 to 3,500 mg per litre because of the fat load, and cheese production runs 800 to 2,500 mg per litre. CPCB general standards require outlet BOD at or below 30 mg per litre for discharge to inland surface water, with oil and grease within 10 mg per litre for most categories.
The enforcement picture has changed. State pollution control boards are now equipped with real time monitoring capability and increased enforcement powers, which means the gap between a plant's self reported average and its actual discharge profile is visible in a way it was not a few years ago.
BRSR Core: what the annual report says
From FY 2023 to 24, BRSR Core disclosures became subject to reasonable assurance by an independent assurance provider under ISAE 3000 or ISAE 3410 or equivalent standards. The Core set includes energy consumption, emission intensity and water related metrics.
The practical consequence is straightforward. An assurance provider asks how a number was derived. A continuous metered record with timestamps answers that question. A workbook that allocates a single monthly intake figure across units by production share does not, and increasingly does not survive.
CCTS and PAT: the energy and carbon layer
The Carbon Credit Trading Scheme, notified by the Ministry of Power in June 2023, is progressively absorbing the PAT energy efficiency mechanism under the Energy Conservation (Amendment) Act 2022. Compliance obligations are already active for several hundred entities across energy intensive sectors, and BRSR Core data, once assured, is explicitly positioned as a starting point for CCTS compliance reporting.
For a dairy group, the significance is that the same underlying measurement now feeds the environmental filing, the annual report and the carbon obligation. Having three separate versions of it is the expensive option.
ZLD and the reuse question
Zero liquid discharge requirements are mandated by CPCB and state board orders for certain high load sectors such as distilleries and breweries above defined production volumes. Dairies are not universally covered, but ZLD expectations increasingly appear in consent conditions, in water scarce states, and in customer and investor requirements ahead of any statutory trigger.
Either way, the operational question is the same: how much water is genuinely being reused, and can you prove it? Reuse claims in a sustainability report are common. Metered reuse volumes, separated by stream, are rare.

What a compliance grade measurement layer looks like
- Continuous, not periodic. Every intake, reuse and discharge point metered continuously with timestamped records, so the profile is visible rather than sampled.
- Attributable. Effluent events correlated back to the line, unit or cleaning cycle that caused them, so a shock load has a cause rather than a mystery.
- Auditable. Records exportable in a form an assurance provider can trace, with the raw series behind every reported total.
- Aligned to the frameworks. Withdrawal, consumption, discharge and reuse structured for BRSR and BRSR Core, GRI 303 and CDP Water from one source rather than three.
- Live. Alerts when discharge trends toward consent limits, rather than a finding after the fact.
That is the measure, reduce, replenish, report loop that large global operators already run on their water programmes. The instrumentation and the reporting are the same job, done once.

How does metering help with effluent shock loads?
By making the cause visible at the moment it happens. When CIP circuits, wash down points and process drains are metered, a spike at the ETP can be traced to the specific dump that caused it, within minutes.
That enables two things a sampling regime cannot: sequencing changes so that heavy dumps are staggered rather than coincident, and an alert to the ETP operator before the slug arrives at the biological stage.
